Details of a complete set of certification and customs clearance certificates for used cars exported to Africa
1. Nigeria| SONCAP certification
The two-tier certificate system is indispensable: PC product registration certificate: model registration, with one-time/annual validity period;
SC Customs Clearance Certificate: Each ship and each batch will be processed separately and released by SC Customs;
Pre-supporting facilities: Importers apply for FORM M import license first;
2. Kenya| PVoC+KC COC Certificate (KEBS Control)
East Africa core needs: pre-shipment compliance check PVoC, and finally issue COC certificate of conformity;
Hard red line: Only original right-hand steering vehicles, vehicles with a vehicle age of ≤8 years, and emissions from Euro 4 and above are allowed. Domestic left-hand steering vehicles are basically not allowed to enter.
3. Tanzania| PVOC Certificate of Conformity
Before export, a third-party inspection and certification will be issued to verify the vehicle age (gasoline ≤8 years), exclusive right rudder, and Euro IV standards for exhaust gas. Unloading is prohibited without a certificate.
4. Egypt| GOEIC COC certification
The Egyptian General Administration for Import and Export Supervision requires a pre-shipment inspection certificate. Used cars must be COC before customs clearance can be carried out, and the ACID electronic bill number is processed simultaneously.
5. Mozambique, Ghana, Cameroon, Gabon, Benin| General COC Certificate of Conformity
Unify the PVoC model, inspect the vehicle before shipment, check VIN, vehicle condition, mileage, emissions, issue COC, and customs clearance at the port based on the certificate.
6. Democratic Republic of Congo (DRC)| VC Inspection Certificate +FERI
The local importer initiates the application for inspection, cooperates with the domestic vehicle inspection, and must also apply for a FERI electronic tracking form.
7. South Africa| NRCS LOA Registration Certification
The entry threshold is the highest. Second-hand cars require LOA registration for models, mandatory Euro 5 emissions, extremely strict vehicle age control, and rare ordinary second-hand circulation vehicles.
8. Ethiopia
Access to used fuel-fueled vehicles is basically completely restricted. Only compliant new energy used vehicles are allowed, and emission and vehicle safety inspection reports must be issued in advance.
