According to Announcement No. 6 of 2024 of the Ministry of Commerce and other five departments and local implementation rules, applying for second-hand car export qualifications is divided into two types of enterprises: production enterprises and circulation enterprises. The vast majority of car dealers belong to circulation enterprises.

Bottom line:Production companies rely on qualifications, and circulation companies rely on capabilities. If you are not an OEM, take the circulation enterprise route.

4. Processing process (timeline)

Step 1: Online application: Log in to the "Unified Business System Platform of the Ministry of Commerce", fill in the materials, and submit them to the provincial commercial authorities; the entire process is electronic, without paper materials

Step 2: Provincial review (15 working days): 5 working days for preliminary review → 10 working days for review → pass or fail (inform the reason at one time, and resubmit it after modification)

Step 3: The filing is approved and the business starts: the validity period is 1 year, and a re-application is required the following year

5. Three important reminders

1. Qualifications are reviewed annually. The validity period after the filing is approved is only one year and must be re-declared the next year. Don't think that you can get your qualifications once and for all.

2. Don't touch the red line. The following 10 categories of vehicles are prohibited from being exported: vehicles within one year from the scrapping deadline; mortgaged, pledged, and seized vehicles; stolen, smuggled, and assembled vehicles; vehicles that fail to pass the test and are not processed in violation of the law; vehicles with inconsistent registration information. Consequences of violations: include them in credit files → make interviews for rectification → suspend or cancel qualifications. One violation can ruin the entire business.

3. Pay special attention to the 2026 New Deal. For exports of "quasi-new cars" that have been registered for less than 180 days, they must obtain the "After-Sales Maintenance Service Confirmation Form" stamped by the main engine factory-this closes the loophole of "new cars being sold as second-hand cars", and don't take chances.
