According to the Ghana Times, the Ghana Bureau of Standards (GSA) officially announced that starting from October 1, 2026, the PVoC pre-export compliance verification mechanism will be fully launched, and used cars that do not meet safety standards will be directly blocked outside the country. Domestic second-hand car export companies must clarify the red lines for entry and conduct vehicle condition screening in advance to avoid the operational risks of returning shipments to Hong Kong and being stranded in Hong Kong.

Recently, the Ghana Standards Bureau (GSA) officially announced that starting from October 1, 2026, GS4510:2022 "Technical Requirements for Road Vehicles-Imported Used Motor Vehicles" will be fully implemented. All used vehicles exported to Ghana must be subject to Mandatory pre-export compliance verification (PPoC), vehicles that do not meet safety and quality requirements will be prohibited from entering the country.

According to the Ghana Times, Samuel Abdulai Jabanyite, deputy director for comprehensive affairs of the Ghana Bureau of Standards, said at a media communication meeting in Accra that due to factors such as industry resistance and policy support, the standard had been delayed for many years and failed to be implemented. Under the joint promotion of the Presidential Office of Ghana, relevant ministries and industries, the new regulations have finally entered the enforcement stage.

For a long time, used cars have accounted for about 90% of Ghana's total motor vehicle imports. Regulatory loopholes have caused a large number of used cars in poor condition and safety hazards to flow into the local market, raising the risk of road traffic accidents. The core purpose of this reform is not to ban the trade in used cars, but to plug regulatory gaps, intercept vehicles that do not have the conditions for road access from the source, ensure road safety and consumer rights, and at the same time promote the standardized development of Ghana's local automobile industry.

The standard is clear: the following vehicles are not allowed

Soaking in water trucks, damaging vehicles by floods, and burning vehicles;

Vehicles with structural damage such as rupture, cracking, bending, and distortion in the chassis and safety cabin structures;

Vehicles with right-hand rudder are shipped from the original factory;

An assembly truck made of assembling scattered parts;

Vehicles not equipped with a calibrated kilometer/hour odometer;

Second-hand cars that are more than 10 years old from the date of manufacture.

Supplementary note:Only minor external damage and repairable non-structural damage are acceptable provided that the vehicle meets the road conditions.

Kingsley Domena Yeboah, Standards Research and Development Commissioner of the Ghana Bureau of Standards, said that the reform focuses on formulating vehicle technical standards, improving certification, inspection and maintenance systems, creating a transparent vehicle trading market, and improving vehicle traceability capabilities and the awareness of responsibility of all parties. He introduced that the Ghana Bureau of Standards has completed the preparation of new car standards and completed the certification of locally assembled vehicles; in the next stage, the pre-export compliance verification (PVoC) system for imported used cars will be fully implemented.

In accordance with the new regulations, an officially recognized third-party inspection agency will complete the inspection in the vehicle exporting country and issue a compliance certificate. After the vehicle arrives at the port of Ghana, the Ghana Bureau of Standards will verify the certificate before it can be cleared for customs clearance. nbsp;

Kingsley Domena Yeboah said that the inspection certificate with QR code, electronic verification system and vehicle dealer information system will strengthen traceability management, support vehicle registration business, realize real-time verification of vehicle information, and assist in the detection of stolen vehicles.
