Turning the timeline forward, starting from August 17, the annual quota of China-Russia international road freight driving licenses at Manzhouli Portwill be exhausted. Ordinary freight vehicles will not be able to go through highway exit procedures, and vehicles will be stranded and congested at the port.
Just over a month ago, the port was still releasing good news-on August 22, Suifenhe officials announced that from January to July 2026, the port exported 46,900 vehicles, a year-on-year increase of 119.2%.

The C certificate referred to in the industry is called China-Russia International Road Transport Driving Permit.
