The Algerian Ministry of Foreign Trade and Export Promotion and the General Customs Administration issued a joint statement reaffirming and refining the legal framework for the import of "passenger cars less than three years old" in accordance with article 110 of the 2020 Finance Code and article 208 of the 2025 Finance Code: such imports are restricted to natural persons residing in Algeria and each individual can only operate once every three years. This offer is strictly open to individuals and does not apply to any company or institution, regardless of its business nature and legal form. At the same time, the sales and circulation of relevant vehicles must comply with the legal framework stipulated in the above clauses, and transactions outside the legal framework are strictly prohibited. Officials said the clarification aims to regulate used car import transactions, ensure that they are handled in accordance with the law, and avoid market misunderstandings and detours of policies.

The above caliber means that large-scale operations that are "directly purchased in the name of individuals" will be forcibly restricted:companies are not allowed to borrow personal quotas, and personal channels cannot be reused at high frequencies . For second-hand businesses involving vehicles less than 3 years old, the buyer's residence status and "once every three years" qualifications should be verified in advance, and the compliance path and resale restrictions should be clearly stipulated in the contract; for projects aimed at distribution or batch production, they should be changed to corporate compliance. Import or localized channels to avoid the risk of detention and penalties due to non-legal sales.

Brief comment: This is not "liberalizing personal imports", but "nailing down borders." Individual quotas are only suitable for scattered self-use; there are only two routes to achieve scale and stable delivery-compliant corporate imports and localized networks.
