Ukraine is still a typical used car import market: more than 70% of imported vehicles in 2025 will be used cars, and one in four incoming vehicles will be electric vehicles...

[Kiev News] According to statistics from the Ministry of Interior of Ukraine (MIA), Ukraine imported a total of approximately 444,860 vehicles in 2025, a year-on-year increase of 17%. However, the data also shows that this scale is still about one-third lower than in 2021 before the comprehensive escalation of the Russia-Ukraine conflict, and market recovery is still driven by macro environment and policy changes.
Data from the Ministry of the Interior shows that Ukraine is still a typical used car import market: more than 70% of imported vehicles in 2025 are used cars, and the average age of imported vehicles throughout the year remains at 9 years, basically the same as the previous year, but compared with 2021. There is a decline in 11 years. There are also some "rare goods" in Uzbekistan's statistics, from the 1967 Honda Monkey motorcycle to the 1971 Chevrolet Corvette that have been registered in the country; there are also many "veterans" among electric vehicles, such as the "oldest" Peugeot iOn, which is 15 years old.

Ukraine Automobile Import Data (by Power Type)
In terms of power structure, electric vehicles will strengthen significantly in 2025. Uzbekistan said that one out of every four inbound vehicles last year was an electric vehicle, and the import volume of electric vehicles even exceeded that of diesel vehicles: in 2025, 109,309 electric vehicles and 94,014 diesel vehicles were imported; gasoline vehicles still ranked first, with 195,059 vehicles. Uzbek media interpreted that before the return of taxes and fees related to the import of electric vehicles, there was an obvious "rush and run" effect in the market, making electric vehicles one of the most popular categories at border ports.
At the brand and model level, Volkswagen continues to maintain its overall lead, while Tesla's Model Y has become the single model with the largest import volume of the year. The regional distribution shows a "capital absorption effect": about one-fifth of imported cars will be registered in Kiev in 2025, with a total of 80,425 vehicles; Lviv Oblast ranks second with 51,730 vehicles, followed by Kiev Oblast (28,179 vehicles), Dnipropetrovsk Oblast (26,311 vehicles) and Rivno Oblast (23,608 vehicles). By region, Volkswagen ranks first among the 20 regions in the country; Odessa is unexpectedly led by BMW, Chernigov and Donetsk regions are led by Renault, and Kherson's "first brand" is even the motorcycle brand Spark.

Imports by region of Ukraine
If we only look at electric vehicles, the pattern will be more concentrated: Tesla has become the number one brand of electric vehicles in 22 regions across the country, only in Trans-Carpathian State being overtaken by Volkswagen. In Sumizhou, China brand BYD won the first place in the electric vehicle brand. Uzbekistan also mentioned that a total of 504 vehicles will be included in the scope of the "luxury vehicle tax" in 2025, half of which are also electric vehicles.
[Brief Comment] For China's automobile exporters, this set of data reveals two realities: First, Ukraine is still mainly driven by "used car imports + domestic resale" in the short term, and the average car age has dropped to 9 years, indicating that consumers prefer "newer and lower-risk" vehicle sources; Second, the penetration of electric vehicles is already high, but changes in policies and fees will significantly affect the monthly rhythm.
