In order to standardize the order of automobile exports and protect the international reputation of China's automobiles, the Ministry of Commerce and other four departments jointly issued a control policy to establish a dual threshold of "180-day registration period + after-sales confirmation" for automobile exports, clearly stipulating that vehicles that are less than half a year without after-sales protection commitments will not be issued export licenses, completely ending the export chaos of "new cars being sold as second-hand."
The first threshold is the "180-day registration period". Simply put, vehicles applying for export must meet additional after-sales requirements before issuing certificates if they have been registered for less than half a year. Previously, in order to circumvent supervision and obtain preferential treatment, some unscrupulous merchants disguised newly registered new cars as second-hand cars for export. Such "zero-kilometer second-hand cars" may seem cost-effective, but in fact they hide hidden dangers and damage the overseas image of China cars. The 180-day deadline requirement curbs this illegal arbitrage behavior from the source.
The second threshold is the "after-sales confirmation". According to the new policy to be implemented on January 1, 2026, exporting vehicles must submit the "After-sales Maintenance Service Confirmation Form" issued by the production enterprise and stamped with the official seal, clarifying the export country, vehicle information and overseas after-sales outlets. No matter how long the vehicle is registered, as long as this after-sales commitment cannot be provided, an export license cannot be obtained. This threshold can not only protect the legitimate rights and interests of overseas car owners, but also force companies to pay attention to overseas after-sales construction and enhance the international competitiveness of China cars.
These two thresholds complement each other and are indispensable. Vehicles for less than half a year inherently have a high risk of "new cars disguising themselves as second-hand" and must be further regulated through after-sales confirmation; vehicles without after-sales commitments will damage the trust of overseas consumers due to lack of protection even if the registration time meets the standard. Therefore, the relevant departments clearly require that no certificate will be issued as long as any of these conditions is met.
The core purpose of this move is to rectify the gray areas in automobile exports and promote the export industry from low-price competition to quality competition. For overseas consumers, it can avoid buying "fake used cars" and obtain reliable after-sales protection; for formal export companies, it can create a level competitive environment and help China's cars go to sea more steadily and further.
