The competitiveness of China's new energy vehicles in the global market is gradually increasing. In order to help new energy vehicles "go global" and promote the high-quality development of the new energy vehicle industry and enhance international competitiveness, Guangzhou Customs is making every effort to build an international trade base for automobile import and export, providing policies, customs clearance, technical support, etc. for the export of new energy vehicles. Support from various aspects. Next, we will explain to you the export customs clearance process of new energy vehicles.
1. Preparation before declaration
Before exporting, companies need to understand the relevant laws, regulations and other regulations of the exporting country or region on automotive products to ensure that the exported products meet the mandatory technical requirements in relevant fields such as safety, environmental protection, and energy conservation.
If necessary, you can learn in detail about the automobile technical regulations and product access management systems of trading countries or regions through professional technical institutions.
2. Export declaration
In accordance with the relevant requirements of customs regulations and declaration, enterprises submit necessary certificates and approval documents such as export licenses, packing lists, invoices, contracts, bills of lading, and power of attorney for customs declaration agency issued by the commercial department, and declare to the customs through China's single window for international trade. Automobile exports are applicable to the national customs clearance integrated model, and enterprises can independently choose export declaration places and exit ports.
Reminder: New pure electric vehicles do not need to apply for an export license.
3. Arrival of goods
When all new energy vehicles arrive at customs supervision sites, the operators of the relevant sites submit arrival reports to the customs in the form of electronic data. After receiving the report, the customs handles the inspection or release procedures of goods and articles.
Reminder: China's single window for international trade will also feed back relevant information, and enterprises need to pay attention to customs clearance status in a timely manner.
4. Release of goods
The customs comprehensively determines whether to inspect the goods based on product risks and corporate credit.
For goods that miss inspection, the customs will release them in accordance with regulatory requirements.
For goods that hit the mark and are inspected without abnormalities, the customs will release them in accordance with regulatory requirements; after the goods that are inspected for abnormalities are disposed of by the customs, the customs will release those that meet the regulatory requirements.
After the customs completes the release of the customs declaration form, the enterprise will go to the supervision place to go through the goods shipment procedures with the customs electronic or paper release certificate.
5. Departure and customs clearance
After the goods are shipped, the customs will clear the qualified customs declarations.
