2024 Used Car Export Country Guide-Jordan

1. Basic situation

The Hashemite Kingdom of Jordan (referred to as Jordan) has a land area of 89,000 square kilometers and a population of 11.29 million. According to statistics from the International Monetary Fund, in 2024, Jordan's GDP will be US$53.3 billion, a growth rate of 4.8%, its population is approximately 11.39 million, and its per capita GDP will be US$4693. In 2024, the bilateral trade volume between China and Jordan will reach US$5.37 billion, a year-on-year decrease of 7.2%. Among them, China's exports to Jordan amounted to US$4.93 billion, a year-on-year decrease of 3.0%; China's imports from Jordan amounted to US$440 million, a year-on-year decrease of 37.4%. China mainly exports mechanical and electrical products, communication equipment, textiles and clothing to Jordan, and mainly imports potash fertilizer from Jordan.

Jordan's resources mainly include phosphates, potassium salts, copper, manganese, uranium, oil shale and a small amount of natural gas. Phosphate reserves are about 2 billion tons. The Dead Sea water can be extracted from potassium salts, with reserves of 4 billion tons. Oil shale reserves are 70 billion tons, but the commercial mining value is low.

2. Automobile market situation

Jordan's automobile industry is weak. There are no local automobile brands and production lines. Automobiles mainly rely on imports. According to Focus2Move data, in 2024, new car sales in Jordan reached the highest level in the past seven years, an increase of 3.8%. Among them, the electric vehicle market has undergone structural changes, with a growth rate of 226.8%, accounting for 14.43% of total vehicle sales. Judging from brand data, Changan Automobile dominates the electric vehicle field with a 48.2% share, followed by Toyota and Hyundai, ranking second and third respectively with growth rates of 88.6% and 100%.

Jordan's new car sales adopt an agent sales model, that is, the local car sales company acts as an agent for the world's major car brands and is responsible for the import of a certain brand or multiple brands and the sales, maintenance and service in Jordan. The vast majority of brand sales showrooms, maintenance service centers, and parts warehouses are located in different parts of the city, and do not adopt the more popular 4S store model in China. Our country's Geely, Chang 'an, Chery, Trumpchi, Great Wall, BYD, Nezha and other brands have already deployed the Jordanian automobile market, but their market share is low.

Jordan has strong demand for used cars, and used car imports account for about 70% of Jordan's total car imports. Jordan mainly imports used cars through the Port of Aqaba. The main popular used cars in the area are Japanese and Korean models. In recent years, with the rise of China's used car exports, the market share of China's used cars, especially new energy used cars, in Jordan has gradually increased.

The Jordanian government promotes the development of new energy vehicles by reducing import tariffs on electric vehicles. Preferential tariffs give electric vehicles greater advantages than hybrid vehicles and gasoline vehicles, effectively promoting the import of electric vehicles. In 2024, Jordan's electric vehicle customs clearance volume will increase by 33% year-on-year. Jihad Abu Nasser, automotive industry representative of the Investor Management Committee of the Zarqa Free Zone in Jordan, said that by the end of 2024, there would be 78424 customs clearance vehicles in the free zone, a year-on-year increase of 7%. Among them, 7686 gasoline vehicles were cleared, a year-on-year decrease of 32%; 7738 diesel vehicles were cleared, a year-on-year decrease of 5%; 12165 hybrid vehicles were cleared, a year-on-year decrease of 24%; 50844 electric vehicles were cleared, a year-on-year increase of 33%; 47087 re-export vehicles, a year-on-year increase of 17.5%.

3. Policies and regulations on used car import

1. Import policy

Permissible driving type and age: Jordan only allows the import of left-hand rudder vehicles, with no age limit, but the age of personal use of vehicles cannot exceed 10 years (from the date of delivery); starting from 2017, the inspection of accident vehicles is very strict, and scores are scored to determine whether they meet the requirements.

Input inspection: Select an inspection company at the destination port to conduct a very strict inspection. The inspection items are similar to the Saudi technical specifications for used cars, and the inspection scope even includes the history of the car. Inspection is carried out per vehicle, with a minimum inspection fee starting from RMB 600.

Imports of pure electric vehicles need to comply with European vehicle certification e-mark or U.S. FMVSS regulations. It is only for pure electric vehicles, and there are no relevant requirements for hybrid vehicles.

2. Tax policy

Jordan approves the decision to gradually increase taxes on electric vehicles. Jordan approved the decision to gradually increase the tax on electric vehicles and will gradually implement it within three years from 2025 to 2027. According to the new computer system, the special tax on vehicles worth less than approximately 10,000 yuan (excluding tariffs) will be 10% in 2025, 12% in 2026, and 15% in 2027; For vehicles worth approximately 10,000 yuan to approximately 25,000 yuan (excluding tariffs), the special tax will increase by 30% in 2025, 35% in 2026, and 40% in 2027; For vehicles worth more than approximately 25,000 yuan (excluding tariffs), the special tax will increase by 40% in 2025, 45% in 2026, and 55% in 2027.
