2024 Used Car Export Country Guide-Azerbaijan

1. Basic situation

The Republic of Azerbaijan (referred to as Azerbaijan) is located in the heart of Eurasia and in the eastern part of the Transcaucasia region. It has a land area of 86,600 square kilometers and a population of 10.1435 million. According to statistics from the National Statistics Committee of Azerbaijan, the GDP of Azerbaijan in 2024 will be US$910 million, a year-on-year increase of 3.1%, and the per capita GDP will be US$1,927.6, a year-on-year increase of 2.5%. The bilateral trade volume between China and Argentina in 2024 will reach US$2.47 billion, a year-on-year increase of 43.2%. Among them, China's exports to Afghanistan reached US$2.40 billion, a year-on-year increase of 55%; China's imports from Afghanistan reached US$60 million, a year-on-year decrease of 64.2%. China mainly exports advanced manufacturing products such as machinery and equipment, electronic products and automobiles to Afghanistan. China imports mineral fuels, mineral oil and its products, asphalt, organic chemicals, salt, copper and its products from Afghanistan.

Azerbaijan is adjacent to the Caspian Sea and is rich in oil and natural gas reserves. Proved oil reserves are 4 billion tons, and proven natural gas reserves are 2.55 trillion cubic meters. In 2022, oil output will be 32.6 million tons, and natural gas output will be 46.7 billion cubic meters.

2. Automobile market situation

According to Focus 2Move statistics, in 2024, the Azerbaijan automobile market will continue to be strong, with sales increasing by 11% year-on-year, achieving three consecutive years of growth. Among them, sales of electric vehicles increased by 20.4% year-on-year. Judging from brand data, Kia grew by 22.4%, ranking first. Hyundai Motor fell 17.1% year-on-year, ranking second. Toyota, Gaz and BMW all increased by 22.7% year-on-year, ranking third, fourth and fifth respectively. Judging from the best-selling model data, Kia Sportage led the way in sales, with a year-on-year increase of 22.7%, while GAZon NExt ranked second, with a year-on-year increase of 22.8%. From the perspective of electric vehicle data, Hyundai Motor ranks first, with a year-on-year increase of 22.6%, and Toyota ranks second in sales, with a year-on-year increase of 24.5%.

3. Policies and regulations on used car import

1. Import policy

Azerbaijan can import left-hand rudder cars, but only left-hand rudder cars are allowed to drive on the road.

In order to reduce pollutants emitted by vehicles, the age of imported used cars must not exceed 10 years from April 28, 2023. At the same time, cars imported to Azerbaijan must be equipped with ABS systems and at least one airbag. The emission standards of all imported used cars must meet Euro 4 or above. In addition, the import of vehicles with tinted windows is also prohibited.

2. Tax policy

Cars imported into Azerbaijan are subject to customs duties, consumption tax and 18% value-added tax based on their displacement. In order to promote the development of electric vehicles, starting from January 1, 2019, Azerbaijan will cancel taxes on imported electric vehicles. In addition, on July 18, 2024, Azerbaijan issued the "Resolution on Amending the List of Import and Export Products and Tariff Rates." From the month after the resolution was issued to January 1, 2025, Azerbaijan will exempt imported electric buses from a 15% tariff.

Azerbaijan prohibits the import of used cars that are more than 10 years old. An additional scrapping tax is levied on motor vehicles that are more than 4 years old during the safety technical inspection process: 400 manats are levied on vehicles that are 4 to 7 years old, and 700 manats are levied on vehicles that are more than 7 years old. The scrapping tax will be used to recycle old cars at that time.
