In order to implement the deployment requirements of the General Office of the State Council's "Work Plan for Accelerating the Cultivation of New Growth Points for Service Consumption", eliminate unreasonable restrictions on the automotive aftermarket sector, cultivate new business formats, create new scenarios, stimulate the vitality of the automotive aftermarket, and better meet the diversified automotive needs of the masses, the following measures have been proposed after consultation with the National Development and Reform Commission, the Ministry of Education, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and Environment, and the Ministry of Housing and Urban-Rural Development.

1. Develop automobile modification in a standardized and orderly manner

(1) Establish and improve the automobile modification management system. Formulate policy documents to promote the development of the automobile modification market, clarify the implementation of hierarchical and classified management of automobile modification, determine a list of automobile modification projects, and improve management requirements such as vehicle inspection and change registration.

(2) Improve the standard system for automobile modification. Study and establish the Automobile Modification Sub-Technical Committee of the National Automobile Standardization Technical Committee, sort out the list of standards to be revised, speed up the formulation of a number of national standards, and study and formulate technical specifications for automobile modification parts and modification.

(3) Improve the high-quality supply capabilities of the modification industry. Study and establish an access licensing system for automobile parts for modification. Study and improve the CCC certification system for automobile parts and components, and strengthen product quality, safety and environmental protection supervision. Increase the training and management of professional and technical talents in automobile modification, and encourage technical interaction between automobile competition industry institutions and civil automobile modification enterprises. Optimize compulsory motor vehicle traffic accident liability insurance and commercial insurance-related services, and support the development of vehicle modification regulations.

2. Support the development of the RV camping industry

(4) Improve the transportation and use environment of RVs. Support local governments to optimize RV traffic management policies. Streamline the approval process for RV camp land.

(5) Improve the supporting service level of RV camps. Combined with regional cultural and tourism resources, we encourage the construction of a number of high-standard and multi-functional RV camps in areas such as scenic trails and urban suburbs, and improve supporting services such as maintenance and supply, water and electricity support, medical rescue, catering and accommodation. Optimize the setting of RV camp logos and release high-quality RV travel routes. When building or renovating public parking lots in cities, special parking spaces for self-propelled RV and trailer RV can be set up and management strengthened if conditions permit to better meet the parking needs of RV.

(6) Promote the upgrading of the RV manufacturing industry chain. Support qualified areas to build RV industry clusters and cultivate leading enterprises with core technologies, entire industry chain integration capabilities and international competitiveness. Guide enterprises to increase investment in R & D and develop green, intelligent, lightweight, and aging-friendly RV products that meet market demand.

3. Cultivate new business formats for traditional classic cars

(7) Improve the management measures of traditional classic cars. Formulate detailed rules and operating specifications for the identification of traditional classic vehicles in accordance with the "General Requirements for Traditional Classic Vehicles"(GB/T 45194-2024), and carry out identification work for qualified traditional classic vehicles. Support relevant pilot cities for automobile circulation and consumption reform to explore and carry out traditional classic car trade, circulation transactions, exhibitions and displays, and conditional roads, and formulate and improve supporting policies, measures and regulatory mechanisms. On the basis of local pilots, we will gradually improve the full-chain management system for traditional classic vehicles at the national level.

(8) Enrich the usage scenarios of traditional classic cars. Encourage all localities to incorporate traditional classic cars into the cultural and tourism resource system. Support the holding of special activities such as traditional classic car races, brand salons, collection and tastings, and cultural festivals. Support the development of supporting industries such as reproduction of traditional classic car parts, vehicle repair, appraisal, and auction.

4. Optimize the supply of automobile maintenance and insurance services

(9) Improve the vehicle maintenance policy and standard system. Strengthen the filing management of motor vehicle maintenance and improve the maintenance standards and specifications for new energy vehicles. We will further promote the disclosure of maintenance technical information, strengthen work guidance, improve the quality of information disclosure, and promote the standardized development of the maintenance industry.

(10) Strengthen maintenance service support capabilities. Improve and improve the motor vehicle maintenance credit management system, and support automobile dealers and maintenance companies to establish an "online appointment + offline maintenance" service system. Encourage and guide maintenance companies to intensify, professional and branded chain operations. Automobile production companies must enrich new energy vehicle repair channels and parts supply channels, and must not restrict consumers from choosing companies that maintain and maintain their own homes cars, and use this as a reason for refusing to assume the legal "three guarantees" responsibility. Guide new energy vehicle manufacturing enterprises and power battery manufacturing enterprises to open maintenance technical authorizations, encourage "replacement with repairs", and improve the socialized maintenance service capabilities of new energy vehicles.

(11) Increase support for insurance services. Implement the "Guiding Opinions on Deepening Reform and Strengthening Supervision to Promote the High-Quality Development of New Energy Auto Insurance", further improve auto insurance support capabilities and service levels, and establish a comprehensive classification system for insurance models. Innovate and optimize the supply of auto insurance products, provide "basic + variable" combination products, and explore the "vehicle-electricity separation" insurance model.

5. Actively develop automobile racing sports

(12) Build a multi-level automobile event system. Promote the construction of a multi-level automobile event system that leads well-known events, promotes professional events, and popularizes experience events. Give full play to the development advantages of the new energy vehicle industry, cultivate a number of national brands with core competitiveness in new energy vehicle competitions, and strengthen intellectual property protection. Support relevant pilot cities for automobile circulation and consumption reform to introduce internationally renowned automobile events according to local conditions, improve the facilitated import and export process and model of racing cars, strengthen the localized operation and innovation of introduced events; create a number of national-level automobile sports consumption venues, and strengthen venue facilities and technology Comprehensive support capabilities such as services and event operations.

(13) Optimize the event service management mechanism. Formulate and publish guidelines for the hosting of motor events, improve the level of safe hosting capabilities, and strengthen the standard process for hosting events. Encourage the holding of mass sports events and support the implementation of local performance events. Encourage all localities to include car event hosting services in the list of key matters of "efficiently getting one thing done" to improve the level of convenience in hosting events.

(14) Cultivate new scenarios of automobile sports consumption. Relying on local resource endowments to develop rallies, cross-country races, assembly races, go-kart races, venue races, etc. according to local conditions, and create experiential events for the public. Deepen the integrated development of business, culture, tourism, sports and health, integrate car events with local characteristic resources, create a number of high-quality routes to "travel with events", and enrich consumption scenarios.

(15) Strengthen the construction of racing talent teams. Support ordinary colleges and universities and vocational schools to open motorsports-related majors and cultivate professional talents such as drivers, technicians, coaches, referees, and racing operations. Establish a national racing talent registration information platform, improve the racing talent evaluation system, promote the integration of education and employment, and provide talent support for the development of automobile events.

6. Promote the innovative and integrated development of car rental

(16) Support the integration and upgrading of the car rental industry. Cultivate and expand business entities, promote the deep integration of leasing companies and the automobile industry, and open up the industrial chain through models such as centralized procurement, repurchase, used car distribution, and used car export. Support qualified car rental and battery operators to enjoy loan interest discounts and other policies.

(17) Improve the supply capacity of car rental. Encourage the branding, chain and large-scale development of car rental companies, improve the rental service network of small and micro buses, support the innovation of diversified service models such as "returning cars from other places" and "renting and purchasing", as well as the innovation of car rental insurance products, and improve insurance services., reduce the cost of using cars for consumers.

The Ministry of Commerce, together with relevant departments, will organize and implement relevant measures in this document, form a joint force with the pilot work of automobile circulation and consumption reform, and promptly coordinate and resolve the difficult demands reported by local governments and enterprises. All regions must improve their working mechanisms and conscientiously implement relevant measures; strengthen work guidance and resource element guarantee for relevant pilot cities, make good use of existing financial funding channels, support the cultivation and creation of automobile aftermarket service consumption scenarios, and encourage new consumption formats. Pilot cities with new models and new scenarios will include eligible consumption scenarios into the scope of support to ensure the smooth advancement of various tasks and achieve practical results. Relevant pilot cities for automobile circulation and consumption reform should combine the requirements of this notice, focus on key directions, implement pilot tasks according to local conditions, form a number of typical experiences and practices that can be replicated and promoted as soon as possible, and continue to cultivate and expand automobile aftermarket consumption.
