Recently, a reporter from "Daily Economic News" learned from China Automobile Dealers Association that the current national standard "Technical Specifications for the Identification and Evaluation of Used Vehicles"(GB/T 30323-2013) will be revised, and it is expected to be completed before the end of this year. The preparation of the first draft will be officially released and implemented next year.

The current "Technical Specifications for the Identification and Evaluation of Used Vehicles" has been implemented for more than ten years since it was implemented in 2013. "Over the past ten years, the scale of my country's second-hand car market has continued to expand, the penetration rate of new energy vehicles has increased rapidly, and new application scenarios such as second-hand car exports and judicial disposal have continued to emerge. The original standards include accident vehicle determination, new energy vehicle identification, personnel qualification management, etc. The shortcomings in terms of aspects have become increasingly prominent." Luo Lei, vice president of China Automobile Dealers Association, said that this revision has been officially included in the national standard revision plan, aiming to unify industry standards, be close to market practice, and meet regulatory and consumer rights protection requirements.

At the National Standard Revision Seminar and Identification and Evaluation Technical Exchange Meeting of the Technical Specifications for Used Vehicles hosted by China Automobile Dealers Association, Liu Xiaodong, the standard leader of the Used Vehicle Division of China Automobile Dealers Association, said that the revision of the national standard will focus on five dimensions: first, reconstruct the logic and classification system for accident vehicle determination; Second, add special identification standards for soaking water and fire accidents; Third, add new energy vehicle tertiary system identification content; Fourth, standardize and optimize the entire process management of identification and evaluation; Fifth, broaden the application scenarios of standards. In addition, OEMs such as Geely, Tesla, and Zuchedi, automobile dealer groups, and Internet platform companies also participated in the seminar.

Li Hong, head of the used car appraisal and evaluation branch of China Automobile Dealers Association, gave a detailed explanation of the technical direction of the revised draft. According to reports, the core adjustments of this revision include accident vehicles,"soaking water trucks" determination standards, new energy used vehicles, and personnel and institutional management. Among them, in the determination of collision accident vehicles, one-size-fits-all quantitative indicators such as "determining the accident by centimeters" in the original standard were eliminated, and instead were strictly based on relevant regulations and standards, comprehensively considering whether the degree of damage, the nature of the damaged parts, and whether the repair process comply with the specifications and safety performance test results after repair, and based on this determination whether it constitutes an accident vehicle.

In terms of the determination of water-soaked accident vehicles (water-soaked trucks), the revised draft will clarify that the core determination characteristics of water-soaked traces are continuous horizontal liquid level erosion lines and longitudinal layered corrosion and sediment deposition zones formed by long-term standing, which are different from scattered traces such as skylight leaks and local watering. Water damage is classified and managed at two levels: low hidden danger and high hidden danger.“
