In order to further standardize the export order of automobiles and motorcycles, in accordance with the "Notice of the Ministry of Commerce, the Ministry of Industry and Information Technology, the General Administration of Customs, the General Administration of Quality Supervision, Inspection and Quarantine, and the National Certification and Administration on Further Standardizing the Export Order of Automobile and Motorcycle Products"(Shangchanfa [2012] No. 318), the relevant requirements for the application of export licenses for automobiles and motorcycles in 2027 are hereby notified as follows:

1. Declaration form and process

(1) This year, online forms will be used to carry out work related to the application of export licenses for automobiles and motorcycles.

(2) Production enterprises can log in to the enterprise terminal of the unified business management platform of the Ministry of Commerce (http://www.mofcom.gov.cn/fzlm/swbywxtttypta/index.html), fill in the application form in the "Automobile and Motorcycle Export License Application", upload relevant supporting materials, and submit them to the local commercial authorities for review.

(3) Local commercial authorities can log in to the management terminal of the Ministry of Commerce's Unified Business Management Platform (the same website) to conduct a preliminary review of the application materials of local enterprises, compile and summarize the application status of enterprises in the region and report it to the Ministry of Commerce. Local commercial authorities can export the application status of enterprises in the region in the system, and conduct a second review of the amendment materials submitted by enterprises with objections during the publicity period and report them to the Ministry of Commerce.

(4) Enterprises and local commercial authorities can download the user operation manual on the system login page.

2. Relevant requirements

(1) The 2027 online declaration system will be launched on September 30, 2026. All local commercial authorities are requested to organize and guide enterprises in the region to do a good job in online declarations and fill in relevant information truthfully and accurately. If a company is found to have dishonest behaviors such as providing false materials, it will be notified, warned, suspended or cancelled as appropriate in accordance with relevant regulations, as appropriate.

(2) Upload the certification materials of after-sales maintenance service outlets at the corresponding location in the annex. Including:

1. Proof of network cooperation. Submit the entrusted agency contract or cooperation agreement of the overseas after-sales service outlet; if the outlet is self-built, submit a description stamped with the official seal of the applying enterprise.

2. Network qualifications. Submit supporting materials such as business license or license to engage in maintenance business issued by the country where the branch is located; if there are no relevant requirements in the country where the branch is located, submit a situation explanation stamped with the official seal of the applying enterprise.

3. Description of maintenance service capabilities. Submit a description of the outlet's complete vehicle and key parts maintenance service capabilities, and affix the official seal of the applicant company. Submit certificates such as internal and external photos of the outlet, maintenance equipment ledgers, maintenance personnel qualification certificates (or internal training records of the company), spare parts logistics records, etc.

Enterprises shall provide no less than the specified number of service outlets certification materials in accordance with the authorized classification management standards of production enterprises. For example, a first-class automobile manufacturing company is required to provide information on at least 50 outlets in accordance with the above requirements.

(3) Modified vehicle production enterprises need to select "modified vehicle production enterprises" in the "Enterprise Type" column of the application system, and upload the following materials in the "Attachment" column:

1. Export performance and relevant certificates for the previous year. Including introduction to the company's production capacity, export vehicle production records, chassis product purchase agreements and invoices, special device purchase agreements and invoices, export customs declarations, etc.

2. Description of the vehicle model to be exported. Including a detailed explanation of the modification content (including photos); the inclusion of the enterprise and product in the "Announcement on Road Motor Vehicle Manufacturers and Products" of the Ministry of Industry and Information Technology and the status of obtaining effective national compulsory product certification (for each vehicle type filled in by the enterprise in the "Application Vehicle Model" column, at least one product announcement parameter page and mandatory product certification information must be provided respectively); brand certificate of the vehicle to be exported, etc.

3. "Confirmation Letter of Shared After-Sales Maintenance Services". For those who apply for the export qualification of "passenger cars" in categories such as "tool vehicles","patrol vehicles" and "coach vehicles", they must submit the "Shared After-Sales Maintenance Service Confirmation" issued by the vehicle manufacturing enterprise before the modification (i.e. the vehicle manufacturing enterprise), stamped with the official seal of the vehicle manufacturing enterprise before the modification, and promise to provide maintenance technology and spare parts support for exported vehicles, and assist in solving overseas quality and after-sales service problems.

(4) Submit an overseas compliance operation commitment letter. It is committed to refer to the relevant contents of the "Guidelines for Overseas Competitive Behavior and Compliance Construction in the Automobile Industry", manage price compliance in accordance with laws and regulations, and not disrupt market order in order to gain unfair competitive advantages; when applying for export licenses, specify vehicle prices and other relevant information.

(5) Local commercial authorities should complete the preliminary review of export license application materials for automobile and motorcycle enterprises before October 28, 2026 and submit them online to the Ministry of Commerce,and submit paper materials to the Administrative Affairs Service Hall of the Ministry of Commerce (Please indicate the words "Automobile and Motorcycle Export License Application Materials" for the postal order).

(6) The paper materials submitted to the Ministry of Commerce by local commercial authorities include:

1. Overall situation of automobile and motorcycle enterprises in the region applying for export licenses;

2. Enterprise application summary form (see attachment for template). Among them, those who are modified vehicle manufacturers need to fill in the export brand in a standardized manner;

3. If the commercial authorities of relevant provinces and autonomous regions in border areas recommend border trade enterprises, they must provide relevant documents of the enterprise (without system declaration), as well as the export operations of the recommended border trade enterprises in the previous year.

(7) If an enterprise fails to declare its annual export qualifications within the time limit and fails to amend or supplement the application materials as required within the publicity period, its export license application will no longer be accepted.
