Xinhua Agency, Beijing, February 3 (Reporter Tang Shining) Eight departments including the Ministry of Industry and Information Technology jointly issued the "Automobile Data Outbound Security Guidelines (2026 Edition)" on the 3rd, clarifying the management methods of automobile data outbound activities, important data determination rules and security protection requirements, aiming to promote the establishment of an efficient, convenient and safe cross-border flow mechanism for automobile data, and improve the level of automobile data outbound facilitation.

The main contents of the safety guidelines include: clarifying the scope of application, stipulating the applicable conditions for three management methods: data exit security assessment, concluding a personal information exit standard contract, or passing personal information exit certification, and proposing nine types of exemption situations; for R & D, design, production, manufacturing, driving automation, software upgrades, and connected operation, typical business scenarios in the automotive industry such as manufacturing, driving automation, software upgrades, and networked operation, and refining the rules for determining important automotive data.

The safety guidelines also clarify the data outbound process, and put forward protection requirements from aspects such as management systems, technical protection, log management, and emergency response, guiding automobile data processors to standardize data outbound activities and improve the level of automobile data security protection.

The relevant person in charge of the Ministry of Industry and Information Technology said that in the next step, relevant enterprises will be organized to accurately identify and file important data to clarify safety protection goals; enterprises will be guided to strengthen management systems, operating specifications and technical capacity building based on business scenarios and protection needs, and strengthen Full life cycle protection capabilities; deepen international cooperation and promote the establishment of international rules for cross-border flow of automobile data that are equal, mutually beneficial, efficient, convenient and safe.
