Practice of "industrial cluster + logistics hub + channel co-construction" model

Banan, Chongqing: Build a new model of "industrial clusters + logistics hubs + channel co-construction" to enhance the functions of inland open comprehensive hubs

Practice of

As one of the main organization and operation methods of the New Western Land-Sea Corridor, Chongqing Cross-Border Highway Bus is a major international highway logistics corridor jointly led by the Banan District Government of Chongqing City and Chongqing Gongyun Group, and operated and built by Chongqing Gongyun ASEAN International Logistics Co., Ltd. In 2025, the Chongqing Cross-Border Highway shuttle bus will depart 12555 vehicles on the New Western Land-Sea Corridor, with a value of 17.417 billion yuan; the throughput of Chongqing's commercial service-oriented national logistics hub located in Banan District will reach 32 million tons, a year-on-year increase of 12.05%. Relying on this strong channel and hub advantage, in 2025, the import and export volume of Banan District will be 15.89 billion yuan, a year-on-year increase of 21.08%.

Not relying on the sea or along the border, Banan District of Chongqing City implements the development path of "channels bring logistics, logistics bring economy and trade, and economic and trade bring industry", anchoring the goal of "Chongqing enhances the service efficiency of inland open comprehensive hubs", seizing opportunities through coordinated development, transforming location shortcomings into development victories, creating a new path for integrated development of channels and hubs, and unlocking new codes for inland opening up.

Building the foundation of the channel: weaving dense road network, transforming inland into ports

In the early morning, Chongqing Nanpeng Highway Bonded Logistics Center (Type B) is busy: large trucks are lined up neatly, and drivers are shuttling back and forth around the cargo boxes to make final inspections for the goods that are about to embark on a "Southeast Asia Journey". The wheels roll forward, witnessing Banan's close connection with the world.

In the past, when conducting cross-border trade, companies often faced problems such as poor channels, multiple ports, and cumbersome and time-consuming procedures. Today, relying on the complete three-dimensional logistics network, we have achieved "one consignment, one truck to the end, and one ticket to the end", effectively improving the efficiency of cross-border trade.

To break down geographical limitations, channel construction is the key. Taking the construction of the New Western Land-Sea Corridor as an opportunity, Banan District is making every effort to weave a three-dimensional cross-border logistics network. A network system of "3-way, 12-line, 25 ports and 39 overseas distribution warehouses" for ASEAN, Central Asia and South Asia has been formed and continues to expand and upgrade. In 2025, the Chongqing Cross-Border Highway shuttle bus will depart 12555 trains on the New Western Land-Sea Corridor, breaking through the 10,000 mark for the first time. The value of the bus will reach 17.417 billion yuan, a year-on-year increase of 306%. While highway channels are working hard, the railway network is also accelerating its expansion. The "three ports" of Nanpeng Station, Nanpeng Highway Port and Furyan Port are deeply linked to achieve coordinated efforts by highways, railways and waterways. In 2025, the throughput of Chongqing's commercial and service-oriented national logistics hub will reach 32 million tons, a year-on-year increase of 12.05%, truly allowing Banan to realize "land ports connecting rivers and seas" and opening up the "aorta" of inland openness.

Economic and trade empowerment: platform power, material flow and financial flow

In 2025, the export volume of used cars in Banan District will exceed 400 million yuan, becoming a new engine for foreign trade growth. This is a vivid epitome of Banan's "logistics belt economy and trade".

If the channels are smooth, economic and trade will flourish. Relying on the advantages of four national-level platforms: Chongqing Commercial Services-oriented National Logistics Hub, National Backbone Cold Chain Logistics Base, National Demonstration Logistics Park, and National E-Commerce Demonstration Base, Banan District is deeply integrated into the overall development of the country and promotes logistics advantages to economic and trade. Efficient transformation of advantages has allowed the vision of "material flow into wealth flow" to take root.

Chongqing Nanpeng Highway Bonded Logistics Center (Type B) has implemented the first batch of national pilots of "Optimizing Classified Supervision Goods Management", realizing the consolidation and shipment of bonded and non-bonded goods in the same warehouse and the same vehicle, shortening the consolidation time by 1-2 days; held "Foreign Trade Excellent Products Chongqing Tour" and other economic and trade activities have established a foreign trade service station to serve more than 150 companies; Chongqing RCEP Investment and Trade Service Center operates efficiently, and 20 overseas branch centers allocate warehouses to build bridges for connectivity; The 2025 China (Chongqing)-ASEAN Logistics Industry Cooperation Conference was held and 21 cooperation agreements were reached.

With the coordinated efforts of a series of measures, in 2025, the import and export volume of Banan District reached 15.89 billion yuan, a year-on-year increase of 21.08%, and delivered an eye-catching open answer.

Industry takes root: clusters gather, flow changes increment

Economic and trade prosperity ultimately depends on industry to undertake; the effectiveness of opening up ultimately depends on industry to test. Through a series of practical measures such as improving logistics facilities and creating an open environment, Banan District allows logistics not only to "flow through" Banan, but to allow industries to take root in Banan, transforming the economic and trade advantages of the channel into development advantages.

The Chongqing Xinfadi Project is a vivid example of Banan's efforts to promote industrial roots. This project, which covers an area of 1594 acres and has a total investment of 12 billion yuan, takes advantage of the New Western Land-Sea Corridor to link the ASEAN high-quality food supply chain, allowing ASEAN fruits and other commodities to quickly reach southwestern China. At present, the project has completed the main construction of 600,000 square meters, attracting more than 500 merchants to settle in.

Today, Chongqing Highway Logistics Base has introduced more than 80 well-known enterprises such as Jingdong, Shunfeng, and Shentong, with more than 7000 operating entities, forming five major industrial clusters of integrated logistics, professional markets, e-commerce, international trade, and consumer goods manufacturing, with a cumulative transaction volume of nearly 750 billion yuan, laying a solid industrial foundation for Banan to promote inland opening up.

From building the foundation of channels and opening up the "aorta", to empowering economic and trade to activating the "new engine", to taking root and building a solid "hard support" for industries, Banan uses a set of "combination punches" to find the right path, be pragmatic and innovative, and develop in a coordinated manner., seize the opportunity and write Banan's answer sheet for Chongqing to build an inland open highland.
