On July 5, the Ministry of Commerce issued a new "Notice of the Ministry of Commerce and Other 17 Departments on Several Measures to Invigorate Automobile Circulation and Expand Automobile Consumption." This is an unprecedented major change in the used car industry. It is also a major change to promote the shift of the used car brokerage model to the distribution model., and promote the development of the used car industry towards standardization, branding and scale.

 In the new policy, there are three key points about used cars:

 First  , corporate information is registered and filed, and used car companies are brokers and redistributed.

 For enterprises engaged in new car sales and used car sales, their business scope is uniformly registered as "automobile sales" and filed in accordance with relevant regulations. The registered enterprise shall truthfully fill in the business content and other information, and the commercial department shall promptly push the information of the registered enterprise to the public security organs and tax departments. Starting from October 1, 2022, if a registered automobile sales company purchases used cars from natural persons, the company will be allowed to issue a unified invoice for used car sales in the reverse direction and go through the transfer registration procedures based on this.

 Second  : There will be fewer and fewer "one-person stores" and "mom-and-pop stores" models, requiring used car companies to be more formal.

 Starting from January 1, 2023, if a natural person sells 3 or more used cars held for less than one year within a natural year, car sales companies, used car trading markets, auction companies, etc. shall not issue them a unified invoice for used car sales, and no transaction registration procedures will be handled by relevant departments in accordance with regulations.

 Third  : It is more convenient to register the transfer of used cars.

 Starting from October 1, 2022, when registered automobile sales companies apply for transfer registration of small non-commercial used vehicles, the public security organs will implement separate endorsement management and issue temporary license plates. For cities with car purchase restrictions, it is clear that used cars purchased and sold by car sales companies do not occupy license plates.

 In order to implement the "Notice of the General Office of the Ministry of Commerce and the General Office of the Ministry of Public Security on Improving the Registration of Second-hand Car Market Entities and Vehicle Transaction Registration Management", promote the commercialization and circulation of used cars, and encourage the large-scale development of used car circulation, the Traffic Management Bureau of the Ministry of Public Security recently issued The "Implementation Rules for the Management of Separate Endorsement of Used Vehicles to Be Sales", the management measures for Separate Endorsement of Used Vehicles to Be Sales will be implemented from October 1, 2022.

 On September 28, Chongqing Huanyu Good Car completed the test of the second-hand car waiting for sale model and obtained Chongqing's first temporary license for second-hand car waiting for sale.

 Under the new policy, the owner on the driving license of used cars sold by used car companies will be changed from an individual to a car sales company, and the car will be marked separately on the vehicle registration certificate and driving license as "used car waiting for sale".

 The traffic control department will issue a temporary license plate to the commercial vehicle. The temporary license plate will also be marked with "Used Car for Sale". The temporary license plate will be valid for one month. If the commercial vehicle has not been sold within one year, it will go to the vehicle management office or The trading market applies for the original official license plate.

 Under the new model, second-hand car dealers not only save the cost of manufacturing license plates, but also save public resources of license plates when purchasing vehicles. They only need to pay the cost of the temporary license plate and driving license to complete the vehicle transfer registration, providing a basis for the commercialization and circulation of second-hand cars. It laid a solid foundation.

 For some mom-and-pop stores, one-person store models can also make full use of the complete operating and service chains of large sales companies to take advantage of the momentum to develop.

 For consumers, by directly signing a "Sales Contract" with the sales company and requesting transaction invoices, the traceability of vehicles has a basis and their legitimate rights and interests can be better protected.

 Used car sales companies will accept unified national supervision and pay taxes and fees, avoiding some contract fraud and legal risks in personal transactions, thereby promoting the healthy, orderly and sustainable development of the entire used car circulation industry.
