Ghana tightens imports of right-hand rudder cars, and China's used left-hand rudder cars usher in a window of opportunity

According to Ghanaian media reports, the Ghana Revenue Authority (GRA) has made it clear that it will work with other government agencies to strengthencontrol over the import and customs clearance of some right-hand rudder vehicles. The trigger came from a safety assessment by the National Road Safety Administration (NRSA) Technical Committee: Toyota Voxy, which is widely imported from the market and often converted to commercial passenger use, is considered unsuitable for long-distance driving and poses road safety hazards.

GRA Director Anthony Kwasi Sarpong said in an interview with Joy FM's Super Morning Show on April 10 that taxes do not override public safety. Although vehicle access and road supervision are not directly part of the core responsibilities of the GRA, once imported goods or vehicles involve public risks, the customs department will work with relevant agencies to handle the matter.

"This is an emerging issue," Sarpon said."Vehicle road permits and specific supervision are not within the scope of the GRA, but we will work with multiple departments. If there is a security issue, we will work together to respond and put revenue targets behind if necessary."

He cited as examples that similar practices are not uncommon in port supervision. For example, customs will not release goods involving contraband and drugs just because they can collect taxes, but will directly hand them over to relevant law enforcement agencies; previously, some excavators were stopped at ports on suspicion of promoting illegal mining and ultimately failed to enter the market.

Sarpon emphasized that this time the logic for handling vehicles is the same. For models such as Toyota Voxy that have been named by the technical committee, GRA will work with sister agencies to develop plans to prevent them from continuing to enter the market and avoid becoming a road safety hazard.

It is worth noting that while tightening vehicle supervision, GRA is also promoting the digitalization of port customs clearance.
