According to Azerbaijan State News Agency Report and İctimai TV, Shahin Bagirov, Chairman of the Azerbaijan State Customs Committee, recently stated that the government will conduct a comprehensive evaluation of the implementation effect of the import policy for hybrid and pure electric vehicles by the end of 2026, and then decide whether to adjust relevant preferential measures in the future.

Bajirov introduced that in 2025, Azerbaijan will importmore than 68,000 hybrid vehicles and approximately2000 pure electric vehicles. The preferential import policy implemented at that time was mainly applicable to vehicles with an engine displacement of less than 2500 ml and a vehicle age of no more than 3 years. This policy has driven the growth of imports of new energy vehicles to a certain extent.

However, with the expiration of preferential policies, the market has undergone significant changes this year. Data shows that in the first five months of 2026, Azerbaijan's electric vehicle importsdropped by about 50% compared with the same periodlast year. Bajirov believes that there are two main reasons for this change: first, after the end of preferential policies, import costs have increased; second, during the implementation of the policy last year, many consumers had already completed car purchases in advance, so short-term demand has been released.

Although the volume of imports fell, customs revenue did not decrease simultaneously. Bajirov revealed that in the first five months of this year, imports related to new energy vehicles still brought more than 12 million manats (about 7 million US dollars) in tax revenue to customs, indicating that market demand has not completely disappeared, but entered a rebalancing stage after policy adjustments.

Regarding the future trend, Bajirov said that it is not yet possible to accurately determine whether imports will increase again. Customs will conduct an evaluation based on market data at the end of this year and announce clearer policy directions.
