Starting from May 1, 2026, Chongqing will officially implement a subsidy policy for the purchase of used cars. The policy is clear: Individual consumers who purchase second-hand passenger cars (including new energy vehicles and fuel vehicles) of 20,000 yuan or more from second-hand car dealers participating in the event will be subsidized at 1.5% of the invoice amount. The maximum number of bicycles will be 4000 yuan and the minimum number will be 300 yuan. Subsidy funds are paid out in accordance with the principle of "total control, first report, first served, and while used up".

After the policy was introduced, the Municipal Used Car Circulation Association quickly acted to promote policy publicity as a key task. Continue to play the role of a bridge and link, actively cooperate with the publicity and implementation of policies, and guide and promote the active, healthy and orderly development of the used car market. In accordance with the requirements of the "Notice on Implementing the 2026 Second-hand Car Purchase Subsidy Policy"(Yu Shang Shang [2026] No. 93), the association will continue to adopt the "three-to-one" publicity strategy from May 1-policy documents will be delivered to enterprises, application guidelines go to stores, and questions will be answered to the front line.

Step 1:"Translate" the policy interpretation into easy-to-understand words. Policy documents use standardized terms and strict terms. The association sorted out the core points of the policy, extracted key information such as "who can enjoy subsidies","how to declare" and "deadline", and made them into concise "clear paper" and "one picture to understand", which are transmitted to member companies through the association's WeChat group, public accounts, video numbers, DM slips, leading corporate media and other channels. The key points are to make three things clear: First, consumers can get subsidies for buying used cars worth more than 20,000 yuan, up to 4000 yuan; second, consumers can only apply for used cars from dealers included in the list of participating companies. Subsidy; third, the application deadline is January 10, 2027, and the funds are used up. The sooner they participate, the sooner they benefit.

Step 2: Guide enterprises to declare and help dealers "enter the door". It is not enough to know the policy. The key is to get dealers on the list of participating companies. The association took the initiative to sort out the list of member companies and reminded qualified companies one by one to declare in a timely manner. After procedures such as independent application by enterprises, preliminary review and recommendation by district and county commercial authorities, and expert review organized by information and data centers, multiple batches of enterprises have passed the review and been publicized. Some leading enterprises have taken the lead in passing the review and being included in the list of official subsidy participating enterprises. The association will continue to mobilize and guide, precisely to enable more compliant companies to board this policy express train.

Step 3: Guangxuan and visit to answer questions face-to-face. The association cooperates with district and county commercial authorities to help dealers master policy details, familiarize themselves with the application process, and standardize business behaviors. In response to the specific questions reported by some small and medium-sized enterprises, such as "how to prepare materials for participating enterprises","how to determine the conditions for participating enterprises","materials that consumers need to prepare" and "matters needing attention for review", the staff of the association responded one by one and assisted in docking. During the store visit, the association also reminded participating companies to do a good job in publicity according to the requirements of the event, including unified material design on the store site, door-shaped display shelves, DM sheets, KT signs displayed on the roof, outdoor advertisements, etc., so that consumers can see and ask.
