According to automobile import supervision information released by the Ghana Standards Bureau (GSA), starting from October 1, 2026, Ghana will fully implement the national automobile standard GS4510:2022 and increase the entry threshold for imported used cars by mandatory implementation of the Pre-Export Compliance Verification (PVoC) system. According to the new regulations, the import of second-hand motor vehicles thatare more than 10 years oldwill be prohibited.Vehicles with serious accidents,water tankers and vehicles that donot meet technical requirementswill also be intercepted before loading overseas.

For Ghana, which relies heavily on imported used cars, this is a policy adjustment that has a significant impact. According to relevant information, about 90% of the vehicles on Ghana's roads were originally imported from overseas in the form of used cars. The new regulations mean that the traditional business model of"buying accident vehicles overseas at low prices-transporting them to Tema Port-selling them locally after maintenance"will be significantly affected.

GS4510:2022 is not just about setting a "10-year red line". According to the new regulations, passenger cars and commercial vehicles cannot obtain the certificates of compliance required for import as long asthey are calculated more than 10 years from the year of production.

At the same time, Ghana will focus on rejectingseverely damaged vehicles, including vehicles with bent, broken, welded or distorted chassis or body safety structures, as well as vehicles soaked in water, seawater soaked and burned. Vehiclesassembled from scattered parts are also prohibited from being imported.

In principle, right-hand rudder models are not allowed to enter Ghana unless they are converted in compliance with recognized factory standards. In addition, the vehicle speedometer should be able to clearly display kilometers per hour (km/h), and emissions must meet at least corresponding technical requirements such as Euro 2.

For exporters engaged in accident and auction cars, it is necessary to distinguish between "appearance damage" and "structural damage". GSA officials explained that minor problems such asbody scratches, replaceable outer coverings, and damaged headlightsstill have the opportunity to be imported after passing the inspection; however, if they involve deformation of the frame, damage to the safety cage, severe fire or soaking in water, they are directly prohibited.

This means that Ghana has not completely banned vehicles with "damage records", but is raising the threshold for determining the extent of accidents. For China export companies, vehicle condition testing and accident level judgment before driving a vehicle will become much more important than in the past.

What the new regulations really change trade processes is the mandatory implementation of PVoC, or pre-export compliance verification.

In the past, importers could purchase low-cost used cars or even insured accidents from North America, Europe or Asia, ship the vehicles to Ghana first, and then resolve maintenance and compliance issues. After October 1, this operating space of"shipping first, processing later"will be significantly reduced.

According to the new process, after an importer purchases a vehicle, an authorized third-party inspection agency needs to inspect the vehicle in the exporting country to verify the frame, brakes, instrumentation, emissions and other safety items. Only after passing the inspection can the vehicle obtain a Certificate of Conformity. The shipping company will verify the certificate before loading the ship, and Ghana Customs will verify it again through the digital system after the vehicle arrives at the port.

Regulators will also use the Vehicle Import and Data Integration System (VEDIS) to access data from Ghana Revenue Authority Customs (GRA Customs), Vehicle Driving and Licensing Authority (DVLA), GSA, insurance platforms and Interpol. Once a vehicle VIN cannot be associated with a valid certificate, or there are records such as overage and theft, subsequent customs clearance, licensing and even insurance may be blocked.

In particular, reports claim that used cars arriving at Ghana ports after October 1, 2026 will facedenial of customs clearanceif they do not have a valid certificate of compliance. Importers may have to bear losses such as return shipments and port fees. Therefore, for orders in transit near September, we cannot just look at "when they were purchased", but also verify the final arrival date and PVoC arrangements in advance.

Why is Ghana tightening the import of used cars now? The reasons given by officials include road safety, exhaust pollution, consumer rights and support for the local automobile industry.

Driven by the Ghana Automotive Development Plan (GADP), Toyota, Nissan, Volkswagen, Hyundai and other companies have alreadydeployed assembly businesses locally. The government hopes to reduce the competitive pressure of ultra-low-priced old imported vehicles on locally assembled models, while promoting younger and safer vehicles to enter the market.

In the short term, the new regulations will likely increase the average procurement cost of imported used cars. After more than 10 years of withdrawal of cheap car sources, importers can only purchase more newer models, and at the same time, they need to increase the cost of PVoC testing and certification. For price-sensitive Ghanaian consumers, the threshold for buying a car may increase accordingly.

However, from the export side, this may also lead to an upgrade of the vehicle source structure. The market that used to rely on models 15 years old or older will gradually shift to used cars within 10 years old, with minor accidents and clear procedures. "Too cheap to be developed" will give way to "the car is in good enough condition to pass certification."

The most practical impact of Ghana's policy change on China's used car exporters is to advance the compliance node from "customs clearance at port" to "overseas shipment." Starting from October, when selecting a car, the 10-year age, left rudder, emissions, frame structure, water burning records and instrument units must be screened out, and then PVoC certification will be arranged; otherwise, the vehicle will not be discovered until it arrives at the port. Customs clearance, and the loss will be much higher than the inspection cost of a vehicle. Ghana is still a market that is highly dependent on imported used cars. Demand will not disappear due to the new regulations, but profits will increasingly be concentrated among suppliers with transparent vehicle conditions, strong testing capabilities and complete documentation.
