According to the Sudanese website, Sudan's agency responsible for overseas migrant workers recently announced new car import rules, further clarifying implementation standards around Transitional Cabinet Decision No. 285. The new regulations continue restrictions on the import of used cars, but change the method of identifying the "age" of vehicles to be calculated based on the model year rather than the factory year.

The agency also stated that forklifts, loaders, graders, agricultural engines and other mechanical equipment do not fall within the scope of "automobiles" and are not included in the restrictions of this regulation. According to the new regulations, vehicles carrying 10 or more passengers are allowed to be imported, but the age of the vehicles must not exceed 5 years; pickup trucks are managed as small vehicles, with a maximum age limit of 7 years. The upper age limit for freight vehicles and special vehicles under tariff code 8705 is 10 years.
What is more concerned is that vehicles imported under this decision may not be sold, mortgaged, exchanged or donated for two years from the date of entry into Sudan. The new regulations also clarify that individuals can only enjoy the qualification to import vehicles once in their lives.
Regarding the import of small used cars for personal use, Sudan is only open to diplomats, commissioners, seconded personnel and overseas workers. For overseas workers, the applicant must prove that he has returned to China permanently and has worked abroad for 5 consecutive years; if he has been away continuously for more than 15 years, he must submit officially recognized relevant documents, and this benefit can only be used within one year after he finally returns to China.
At the same time, Sudan has also set a penalty ratio based on model year: a surcharge of 10% for small cars starting from the fourth model year, 15% for the fifth year, 20% for the sixth year, and 25% for the seventh year; Passenger cars are charged at 5% and 10% respectively from the fourth year; freight vehicles are charged at 5%, 7%, 10%, and 15% from the seventh year; special vehicles are charged at 5%, 10%, and 15% from the ninth year.
For vehicles that have been stranded in the seaport and exceed the age of the vehicle, the Sudanese side has given a 60-day transition period, and customs clearance can be completed after paying a fine of 50% of the vehicle's value; if the cases are not settled within the time limit, they will be dealt with in accordance with the Customs Law. It is also stipulated that vehicles imported under the Investment Promotion Law must be new vehicles and must be of the current model.
written in the end
Sudan is not "relaxing" this time, but has made the rules more detailed and stricter. There is basically no space for ordinary used passenger cars. What really deserves attention is a small number of compliant commercial vehicles, special vehicles, as well as new car channels and customs clearance windows.
