2. Vehicle transfer and "transfer pending export"(handling first and then obtaining the license)

Transfer of vehicles to export companies

The vehicle management office returns the original license plate/driving license and vehicle inspection

The registration certificate is endorsed and transferred for export, a temporary number plate is issued (up to 60 days), and the vehicle must pass third-party testing (comply with WMT8-2022 or target country standards)

The new regulations in 2026 are that for vehicles that have not been registered for 180 days, the vehicle company must issue an "After-Sales Maintenance Service Confirmation Form", and then apply online. Apply for which export, and do not let others take it on its behalf)

Use an electronic key to log in to the unified platform of the Ministry of Commerce's business system → Export License Declaration System

Fill in the information (exactly consistent with the registration certificate) and upload materials

Submit to the Provincial Department of Commerce (Licensing Authority)

Within 2 months after customs clearance for export, go to the vehicle management office to deregister the vehicle with the customs declaration form.
