
1. Basic situation
The Republic of Belarus (Belarus for short) is a landlocked country located in Eastern Europe. Its capital, Minsk, has a land area of 207,600 square kilometers and a population of 9.2 million. According to data released by the National Statistical Committee of Belarus, Belarus's GDP in 2024 will be 246.6 billion white rubles, a year-on-year increase of 4%. At the same time, Belarus's industrial output increased by nearly 5.5%, becoming the main driving force of the national economy. According to China customs data, in 2024, China-Belarus bilateral trade volume reached US$8.39 billion, a year-on-year decrease of about 0.6%. Among them, China exported US$6.58 billion to Belarus, an increase of about 12.8% compared with the same period last year; Belarus exported to China reached US$1.81 billion, a year-on-year decrease of 30.5%.
Belarus is rich in non-metallic minerals, rare in ferrous and non-ferrous metals, and few mineral deposits for oil and natural gas. The most important mineral deposit has potassium salt reserves of 7.5 billion tons, ranking third in the world and can be used for mining for more than 100 years. Belarus has salt rock reserves of more than 22 billion tons, ranking first among the CIS countries. Other major minerals include granite, dolomite, limestone, peat and chalk, fire-proof materials and cally. The peat storage capacity is 4.4 billion tons.
2. Automobile market situation
According to statistics from the Belarusian Automobile Association (BAA), a total of 52123 vehicles were sold in Belarus in 2024, a year-on-year increase of 105.1%. Among them, the increase in the supply of electric vehicles by dealers and the development of related infrastructure have further promoted the significant growth in electric vehicle sales. In terms of brand models, Baijili and Lada still occupy the dominant position in the Belarusian automobile market, while sales of China Geely, Haval, Jianghuai, Dongfeng and other brands in the Belarusian automobile market are gradually increasing.
The number of electric vehicles in Belarus continues to increase. At the beginning of 2024, there were 1050 charging stations in Belarus. As of April 1, the number reached 1161, an increase of 10%. The number of charging stations is still increasing. Belarusian President Alexander Lukashenko announced that he would realize the production of electric vehicle parts and components by January 1, 2025 and start the production of electric vehicles.
3. Policies and regulations on used car import
1. Import policy
There is no age limit on imported used cars from Belarus, but high tariffs will be levied on cars older than five years old. Vehicles before 2007 must meet Euro 4 environmental standards. Imported vehicles need to be equipped with ABS, at least one front airbag and Isofix connection points for child safety seats. In December 2023, Belarus adopted a tax exemption policy for individual imports of electric vehicles, which will last until December 2025.
2. Tax policy Used cars imported into Belarus need to pay customs duties, value-added tax, customs clearance fees, scrapping and recycling fees, etc.
(1)Tariffs: determined based on importer type, vehicle age, vehicle value and engine displacement. At the same time, according to the provisions of Order 140 of Belarus, persons with disabilities in categories I and II, parents (adoptive parents, adopters) of families, and parents (adoptive parents, adopters) and guardians (guardians) of disabled children under the age of 18 can enjoy a 50% tariff discount when importing used cars.
a. Personal imports: For vehicles under 3 years old, tariffs will be determined based on the value of the vehicle.
b. Personal imports: For vehicles older than 3 years, tariffs will be determined based on vehicle age and displacement.
c. Import by legal entities: Tariffs are fixed based on displacement and vehicle age.
(2)VAT: 20% of the value of the vehicle. At the same time, before December 31, 2025, when electric vehicles are imported into Belarus for personal use, a value-added tax rate of 0% will apply to encourage the use of electric vehicles. This clause does not apply to legal entities.
(3)Scrap recycling fee: Belarus's scrap recycling fee is related to the type of importer, the age of the car and the engine displacement.
