2025 China Automobile Export Country Guide-Azerbaijan

Azerbaijan is located in the southeast of the Transcaucasia region at the junction of Eurasia. It is located at 44° to 52° east longitude and 38° to 42° north latitude, with an area of 86,600 square kilometers. It is bordered by the Caspian Sea in the east, Iran and Turkey in the south, Russia in the north, and Georgia and Armenia in the west. The Great and Small Caucasus Mountains pass through the entire territory from west to east, and the remnants eventually enter the Caspian Sea. The total length of Azerbaijan's land border is 2657 kilometers, and the Caspian coastline is 456 kilometers long.

As of March 1, 2024, the total population of Azerbaijan is 10.1875 million, and the urban population accounts for approximately 53.2%. The permanent population of Baku, the capital, is about 3 million. The second largest city, Jia City, has a permanent population of more than 300,000; the third largest city, Sumgate City, has a population of about 300,000; and the permanent population of other cities is below 100,000. The number of Chinese in Azerbaijan is small, mainly concentrated in the Baku region. Azerbaijan is a multi-ethnic country with a total of 43 ethnic groups.

Automobile market in Azerbaijan

Azerbaijan has always relied on the petroleum industry as the pillar of its national economy. In 2022, its GDP will be approximately US$80 billion, a year-on-year increase of 4.6%. As an important hub of Eurasia, the Azerbaijan automobile market is undergoing structural changes.

Passenger car production will increase from 712 in 2018 to 4233 in 2023. In 2023, automobile production will increase by 1.1 times year-on-year. The local government plans to produce and export electric vehicles in the next few years, and at the same time, accelerate exploration and experimentation in the field of new energy vehicles.‌

Due to the weak foundation of the local manufacturing industry and the formation of a complete automobile industry chain, consumers 'dependence on imported vehicles exceeds 90%. The economic recovery has driven consumption upgrades, demand for mid-to-high-end models has increased significantly, and the domestic car and commercial vehicle markets have shown two-line growth.

New energy vehicles have become a new focus in the market. During the 2024 Climate Change Conference, China's electric vehicles were designated as official VIP vehicles, a landmark event that verified local recognition of new energy products. The government plans to increase the proportion of electric vehicles to 30% by 2030, and the charging infrastructure expansion plan has been incorporated into the national strategy, laying the foundation for subsequent market expansion.

The performance of China cars in Azerbaijan

Although German and Japanese used cars still account for 65% of the market share, China brands have achieved a breakthrough through "technology + service" two-wheel drive. According to statistics from the General Administration of Customs of China, Azerbaijan imported 7700 China cars in 2023, a year-on-year increase of 42%, of which new energy models accounted for 37%. Brands such as Chang 'an and BYD have launched right-rudder compatible models through localized adaptation to resolve the conflict between road regulations and user habits. From January to February 2024, approximately 2000 motor vehicles such as light passenger vehicles were exported, a year-on-year increase of double; exports reached US$46.9 million, an increase of 1.5 times. Among them, about 460 electric vehicles were exported, a year-on-year increase of 3.3 times; the export value was US$18.5 million, an increase of 4.3 times.

1. China's brand differentiation breaks through and intelligent configuration has become a tool for differentiated competition. The voice interaction and intelligent navigation systems installed by China car companies are 1-2 generations ahead of European and American competitors, and the prices are generally 15%-20% lower. The battery thermal management system developed for the characteristics of alpine regions effectively improves the vehicle's endurance performance in Azerbaijan winter and forms a technical moat.  

On January 13, 2024, China Lifan Motors received an order for 1300 units from the government of Azerbaijan. This is the largest single sales transaction since a China automobile brand entered the Azerbaijan market. These data show that China's automobile exports to Azerbaijan have not only increased in quantity, but also increased significantly in value, especially in the field of electric vehicles.

2. Deepening development of industrial chain cooperation China-Arab automobile cooperation extends from trade to manufacturing. After 14 years of operation, the Lifan factory in Nakhchivan has achieved localized procurement of 70% of parts and components. In 2022, ZTE will begin to assemble pickup trucks and electric vehicles in this factory. The two parties have accumulated valuable experience in the field of automobile production cooperation. In March 2024, the launched Zhanjia Automobile Park will introduce Chang 'an heavy truck production line, with a planned annual production capacity of 30,000 units. This "technology export + local assembly" model not only circumvents tariff barriers, but also improves supply chain response efficiency.

Infrastructure construction is advancing simultaneously. Chinese companies participated in the construction of the Trans-Caspian Sea Transport Corridor, shortening the entire vehicle logistics cycle from 45 days to 22 days. In terms of financial support, the Export-Import Bank of China provides buyer's credit, and local dealers can obtain 3-year low-interest loans, significantly reducing the pressure on channel expansion funds.  

3. Strategic Opportunities and Future Prospects The upgrade of China-Arab comprehensive strategic partnership has injected new momentum into cooperation. Under the framework of the Belt and Road Initiative, the two sides have signed 15 automobile industry cooperation agreements, covering areas such as technology research and development and talent training. The 2025 Baku International Auto Show will have a dedicated China Pavilion, becoming an important window for brand display.

Market expansion shows a deepening trend. In addition to passenger cars, the proportion of China's construction machinery and vehicles in Azerbaijan exceeded 40%, forming a synergy effect between passengers and merchants. It is estimated that by 2027, China's automobile market share in Afghanistan will reach 25%, and new energy will account for more than 60%, becoming the strategic fulcrum of the Eurasian market.

Policies related to automobile imports in Azerbaijan

1. Azerbaijan implements strict technical standards for automobile imports. Vehicles that do not meet Euro 4 emission standards are not allowed to be imported. Both left and right rudder vehicles can be imported, but only left-rudder vehicles are allowed to drive on the road. Starting from April 28, 2023, imported used cars must not exceed 10 years old and must be equipped with ABS, airbags and Euro 4 and above emission systems. These measures accelerate the elimination of old models, forcing car companies to improve the technical content of their products.

2. Policy dividends in the field of electric vehicles are outstanding. Since 2019, the government has completely abolished import tariffs on electric vehicles and incorporated the construction of charging piles into key urban infrastructure projects. China car companies can use the "zero-tariff" window period to quickly deploy pure electric and hybrid models and seize the first-mover advantage of policy.
