In order to facilitate the application for and use of licenses, from December 15, 2025 to December 31, 2025, for goods whose import, export and automatic import licenses partially meet management requirements, the 2026 import and export license can be applied in advance. Relevant matters are hereby notified as follows:

1. System maintenance time

In order to ensure the smooth progress of early application, the import, export and automatic import license systems will be suspended from 17:00 on December 12 to 24:00 on December 14. The system will not be available during the suspension period. Please make arrangements in advance.

2. License application requirements

(1) Starting from December 15, 2025, license issuing agencies may issue 2026 import, export and automatic import licenses for some commodities that meet management requirements. Enterprises can choose to apply for a 2025 or 2026 license based on actual conditions.

(2) Since the 2026 Import and Export License Management Goods Catalog has not yet been announced, the import, export and automatic import licenses for the next year that are applied in advance will be temporarily issued according to the current catalog of goods under management. After the relevant catalogs for 2026 are officially announced, if the product codes are adjusted, the company should re-apply for the license.

(3) The starting date of the validity period of import, export and automatic import licenses for the next year issued in advance is January 1, 2026. Please check whether the system has marked "This certificate will take effect from January 1, 2026!" in the remarks column, It shall be declared for use from the effective date of the license.

3. Matters needing attention on applying for export licenses for automobile products

In order to implement the requirements of the "Notice of the Ministry of Commerce, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the General Administration of Customs on Further Strengthening the Management of the Export of Used Vehicles"(Commerce and Trade Letter [2025] No. 648, hereinafter referred to as the "Notice"), it is convenient for enterprises to familiarize themselves with the application operation process in advance, the export license system will be adjusted accordingly, and enterprises that meet the application requirements can apply in accordance with regulations.

(1) Starting from December 15, the 2025 license application page for relevant commodities will be consistent with 2026.

(2) Enterprises should apply for use licenses in compliance with the "Notice","Work Guidelines on Relevant Matters Concerning Applying for Export Licenses for Used Vehicles and Modified Vehicles" and the prompts on the license page.

(3) Requirements for application for used car export licenses. Second-hand car export enterprises within the validity period of the filing can apply for the 2026 annual license starting from December 15.

(4) Requirements for application for new car export licenses. After the publication of the "2026 List of Enterprises that Meet the Conditions for Applying for Export Licenses for Automobiles, Motorcycles, Off-Highway Two-Wheeled Motorcycles and All-Terrain Vehicles"(hereinafter referred to as the "Enterprise List"), enterprises that meet the application conditions can apply for 2026 Annual license.

(5) Requirements for application for export licenses for modified vehicles. During the period from December 15 to December 31, 2025, when a modified vehicle export enterprise applies for the 2025 export license, relevant annex materials in the license schedule may not be submitted."Other brands" should be selected in the "Brand" column, and manually fill in the approved vehicle modification brand. After the publication of the List of Enterprises, when applying for the license for 2026, the modified vehicle export enterprise shall submit the annex materials in the schedule of the license according to the requirements, and the approved vehicle modification brand shall be selected in the column of "brand".
