 A reporter asked: According to local media reports in Mexico, on December 10 local time, the Mexican Senate and House of Representatives reviewed and approved a proposed tax increase for non-free trade partners. The new tax rate will take effect on January 1, 2026. We also noticed that compared with the proposal submitted by the Mexican government to Congress in September, some tax items and tax rates have been adjusted in the version approved this time. What is the comment of the Ministry of Commerce on this?

  A: We have taken note of relevant reports and will pay close attention to the implementation of Mexico's measures and further evaluate the relevant impact. The proposal approved this review has been partially adjusted on the basis of September, and the tax increase rates for some auto parts, light industrial products, textiles and clothing products have been reduced to a certain extent. However, in general, once the relevant measures are implemented, they will still substantially harm the interests of relevant trading partners, including China.

  China has always opposed various forms of unilateral tariff increases and hopes that Mexico will correct this erroneous practice of unilateralism and protectionism as soon as possible. In order to safeguard the interests of China's related industries, the Ministry of Commerce launched an investigation on trade and investment barriers against Mexico in accordance with the law at the end of September, and the investigation is currently underway.

  We have also noticed that a senior Mexican official recently stated in an interview that this tax increase will serve the future review of the US-Mexico-Canada Agreement. China is happy to see relevant countries resolve economic and trade differences through economic and trade agreements, but any agreement should not be conditioned on affecting the development of global trade and must not harm China's legitimate interests.
