In order to implement the "Notice on Further Strengthening the Export Management of Used Vehicles"(Commerce and Trade Letter [2025] No. 648, hereinafter referred to as the "Notice") and facilitate enterprises to standardize the application for export licenses for used and modified vehicles (new vehicles), relevant Work guidelines are hereby issued.

1. About the export of used cars

(1) Add new filling content. Enterprises should truthfully and accurately fill in information on export vehicles. Among them, the vehicle brand, model, registration date, transfer registration date, etc. should be consistent with the Motor Vehicle Registration Certificate. For used cars whose export license application date is less than 180 days (inclusive) away from the vehicle registration date, the "After-Sales Maintenance Service Confirmation Form"(hereinafter referred to as the "Confirmation Form") must be submitted.

(2)"After-sales Maintenance Service Confirmation Form". 1. It should be issued by the export vehicle manufacturer, which should be an automobile manufacturer listed in the Announcement of Road Motor Vehicle Manufacturers of the Ministry of Industry and Information Technology (the name is consistent). No sales company, overseas sales department, overseas authorized dealers, etc. under the production enterprise may issue a "confirmation letter" on behalf of the company. Modified vehicle manufacturers are not allowed to issue a "confirmation letter".

2. The content of the "confirmation letter" should include the export destination country, frame number (VIN code), corresponding overseas after-sales service network information (address, provider, etc.) of all exported vehicles, and be stamped with the official seal of the manufacturer. If a license includes vehicles from different production companies, each production company must issue a "confirmation letter".

(3) Time limit requirements. Vehicles that have gone through transfer registration and transfer procedures before January 1, 2026 can still apply for an export license after January 1, 2026 without submitting a "confirmation letter". Vehicles that have signed an export contract before January 1, 2026 but have not gone through transfer registration pending export procedures must submit a "confirmation letter".

2. Regarding the export of modified vehicles

(1) Scope of application. In the "Notice on Further Strengthening the Export Management of Used Vehicles"(Commerce and Trade Letter [2025] No. 648, hereinafter referred to as the "Notice"),"2.(4) License application conditions for strictly exporting vehicles in the name of modified vehicles" are new vehicles. Export management content, a license should be applied in accordance with the new vehicle export management regulations.

(2) Add new filling content. Enterprises must correctly choose "whether to export for the modified vehicle manufacturer or authorize the modified vehicle manufacturer to export", and truthfully and accurately fill in the export vehicle information such as the vehicle chassis (or the entire vehicle before modification) brand, modified vehicle brand, and vehicle model. Among them, the vehicle model should be filled in in with reference to the product model and name naming rules on the product parameter page of the "Road Motor Vehicle Manufacturers and Products Announcement" of the Ministry of Industry and Information Technology (the examples are as follows), which should reflect the special functions of the modified vehicle, such as "A certain type of vehicle-mounted concrete pump truck","a certain type of vehicle-mounted crane truck", etc.

(3) Material requirements for license attachments. The following 6 materials must be submitted:

1. Description of modification points. Refers to the product status description before and after modification, with emphasis on the modification part. Material requirements include a detailed description of the modification content and relevant photos; comparative photos of the front, left front, front side and tail of the vehicle before and after modification, etc. Each vehicle model corresponds to a modification point description.

2. Comparative photos of vehicle nameplates before and after modification. Refers to the nameplate picture of the chassis and the modified vehicle, which clearly reflects all the contents on the nameplate. Material requirements include the product nameplate of the entire vehicle (or chassis) after modification and the product nameplate of the entire vehicle (or chassis) before modification. Each vehicle must upload a comparison photo of the nameplate (which can be combined in one document).

3. Relevant procurement agreements. Refers to the purchase agreement or contract (including invoices) signed by a modified vehicle manufacturer when purchasing the chassis (or the complete vehicle before modification) and special devices of an export vehicle. Material requirements include chassis (or complete vehicle before modification) product purchase agreements and invoices, special device purchase agreements and invoices, etc. Among them, the purchased quantity of chassis (or complete vehicle before modification) and special equipment must match the declared export quantity. Each vehicle model must upload the corresponding purchase agreement.

4. Product announcement parameter page. Refers to the product parameter page obtained by the enterprise in the "Announcement on Road Motor Vehicle Manufacturers and Products" by the Ministry of Industry and Information Technology (it must be consistent with the type of export products of the enterprise). "Product type" refers to the "vehicle name" in the "Announcement of Road Motor Vehicle Manufacturers and Products". If you export "pure electric van", you must upload a "pure electric van" notice. Each vehicle model must upload the corresponding product parameter page.

5. National compulsory product certification certificate. Refers to the national compulsory product certification certificate for the same or the same type of product (with the same vehicle name). Each vehicle model must upload the corresponding national compulsory product certification certificate.

6. Proof of compliance with the access requirements of the export destination country. Material requirements include the certification certificate and test report that the modified vehicle meets the access requirements of the export destination country. If the export destination country does not have access requirements, it should submit a written statement stamped with the official seal of the enterprise, and at the same time submit a valid national compulsory product certification certificate and test report for the export product. Each vehicle model must upload corresponding certificates of compliance with the access requirements of the export destination country.

(4) Time limit requirements. When applying for the 2026 export license, relevant materials should be submitted in accordance with the requirements of the Notice.

3. Other explanations

(1) Licensing system. The adjusted license application system according to the Notice will be launched on December 15, 2025. The old system will be suspended from 17:00 on December 12 to 24:00 on December 14.

(2) Application requirements. The requirements and matters needing attention for early application for a license shall be notified separately by the Licensing Bureau of the Ministry of Commerce. During the period from December 15 to December 31, 2025, when a modified vehicle export enterprise applies for a 2025 license, relevant annex materials in the license schedule may not be submitted."Other brands" should be selected in the "Brand" column, and manually fill in the approved vehicle modification brand. When an enterprise applies for a 2026 license, it must submit attached materials as required.
