The Kenya Bureau of Standards (KEBS) issued a notice that the import of used cars will strictly implement the "8-year vehicle age" and compliance inspection requirements in accordance with KS 1515:2000 and Act No. 78 of 2020 starting from January 1, 2026: Only vehicles with right-hand rudder (RHD) and their first registration date on or after January 1, 2019 are allowed to enter the country. All imported vehicles must comply with the Code of Practice for Road Vehicle Inspection (KS1515:2000); from countries with KEBS authorized inspection agencies (Japan, United Arab Emirates, United Kingdom, Thailand, Singapore, South Africa) must be accompanied by QISJ (Quality Inspection Services Inc. Road Suitability Certificate (CoR) issued by Japan, for KEBS Contracting Inspection Company. The notice also clarified that the CoR of vehicles with the first registration year in 2018 will be valid until December 31, 2025. Relevant vehicles must arrive at the port of entry before the end of 2025. Vehicles that are overdue or registered in 2018 and earlier will be treated as non-compliant. The importer will bear the cost of returning transportation. The notice applies to all second-hand importers, including returning residents and diplomats. Earlier this year, KEBS also announced exemption guidelines for police auction vehicles: KS 1515:2000 prohibits the import and registration of vehicles for more than 8 years in principle. However, under special circumstances, applicants can apply to the Minister of Investment, Trade and Industry in accordance with the "Technical Standards for Exemption Assessment"(WETC) to relax the vehicle age limit; a full set of documents such as multi-department pre-auction evaluation, police department bulletin announcement, court auction authorization, auctioneer license and transaction certificate are required. The supervision emphasizes that exemptions are strict and limited to special purposes and do not constitute a universal channel. Brief comment: Kenya is not "letting go of second-hand hands", but "pre-compliance + stuck time". The final orders for the first landing in 2018 are still being organized in 2025, and we must ensure that they arrive in Mombasa and complete the release before December 31; starting from 2026, all sources of regular used cars for the consumer market should be switched to "right rudder, first landing ≥2019, meet KS 1515:2000".
