Starting from January 22, 2026, the Eurasian Economic Union will grant tariff exemptions to electric vehicles imported to Armenia, Belarus and Kyrgyzstan

On December 5, 2025, the Council of the Eurasian Economic Commission (EEC) issued Official Resolution No. 111 in Moscow, which will officially take effect on January 22, 2026.

The core provisions of the resolution clarify that import tariff exemption quotas for electric vehicles will be opened to three member states in 2026: the Republic of Belarus has a quota of 20,000 vehicles, and the Republic of Armenia and the Republic of Kyrgyzstan have a quota of 15,000 vehicles each. The applicable models are pure electric vehicles and series hybrid vehicles, corresponding to the Eurasian Economic Union's foreign economic activity commodity codes 8703800003 and 870380005. The resolution also revised item 7.1.81 of the "Eurasian Economic Union Commodity Catalog for Foreign Economic Activities" to clarify the classification standards of the above models.

In terms of applicable subjects and transfer restrictions, the use and disposal of vehicles enjoying tariff exemptions are limited to citizens of the three countries, persons with permanent residency in the three countries, and stateless persons with residence in the country. Transfer to citizens of The Russian Federation, the Republic of Kazakhstan, persons with permanent residency or stateless persons with residence in the country is strictly prohibited. In addition, the import of vehicles requires submission of vehicle and value certificates issued by the competent authorities of the exporting country and comply with the requirements of relevant clauses. The Russian Federation and the Republic of Kazakhstan do not apply this resolution.
